On September 16, "Xinjiang Hejing (Bayinbulak) Civil Airport Master Plan" was officially approved by Civil Aviation Xinjiang Administration. Hejing (Bayinbulak) Civil Airport is positioned as a domestic feeder airport, mainly serving tourism, official and business activities in Bayinbulak Scenic Area and surrounding areas, as well as general aviation use.

According to the overall plan, the short-term planning target of Hejing (Bayinbulak) Civil Airport is 2035, which is planned to meet the annual passenger throughput of 400,000 passengers, the annual cargo and mail throughput of 800 tons, and the annual aircraft take-off and landing of 3,800 sorties. The long-term planning target year is 2050, and the annual passenger throughput is predicted to be 800,000, the annual cargo and mail throughput will be 1,600 tons, and the annual aircraft take-off and landing will be 7,700.

This phase of the project is designed according to the goal of annual passenger throughput of 250,000 passengers and cargo and mail throughput of 500 tons, taking into account the development of general aviation. Flight zone rating indicator 4C. The main construction contents include: building a runway with a length of 3,000 meters and a width of 45 meters, and setting up a Class I precision approach system in the main landing direction; building a terminal building of 3,500 square meters, a station apron with 6 seats, a tower and 800 square meters of air traffic control building; supporting facilities such as air traffic control, fuel supply, fire fighting and rescue. The total investment of the project is 820 million yuan.
